The Town of Thomaston Sewer Commission, known today as the Water Pollution Control Authority (WPCA), was established April 5, 1956. Before this time, different sections of town were owned and operated by private companies, with some lines dating back to 1895. Before the 1960's all sewer lines emptied directly into the Naugatuck River. The newly formed Commission was tasked with the chore of constructing a new sewage treatment facility to abate pollution and to make a cleaner and safer environment to live in. The first treatment facility was completed in 1962 and upgraded in 1972. A third upgrade has just recently been completed in 2002.
The WPCA treats all wastewater that enters the Water Pollution Control Facility. The facility is located on Old Waterbury Road in Thomaston. The Facility Superintendent is Bert Galpin. The WPCA also operates and maintains all town-owned sewer lines and five pump stations. When a residential, commercial, or industrial owner has a problem with their system, they can contact the WPCA, and WPCA personnel will try to guide the property owner as to what action should be taken. WPCA personnel will isolate the problem to determine if it is a WPCA line or the property owner's line where the problem is occurring.
